An evil character doesn't just come out of a whim, so we'll need more on this if you want us to help you.
That is, if you DON'T know what kind of background and DON'T know how to create it. If you can create a monk from before, you can create a 20th level human whatever, so no need in that.
Now, what kind of character are you looking for in terms of background?
Megalomaniacal?
Destructive?
A Tyrant?

Listen up maggots, Mr. Popo's 'bout to teach you the pecking order.
It goes you, the dirt, the worms inside of the dirt, Popo's stool, Kami, then Popo.

*nods* Providing more information could be helpful. What is your goal? Is this character supposed to oppose or support afore mentioned party? If oppose, is the character to distract, or subdue, or kill afore-mentioned party?
Are you looking for a combat oriented one, or one with spellcasting abilities, or a sneaky one? A mixture of one of the above? Divine or arcane class?
What kind of personality?
If combat, what kind of weapon are you picturing? Melee, ranged, one handed, two handed, two weapon?
If spellcasting, cleric, or wizard? Druid or Sorcerer?
Frankly, 20 levels is a lot to play around with. Without any idea as to what you are looking for beyond an alignment and a level number, you can get EXTREMELY varied responses. Most wouldn't be worth your time to read, let alone the time to produce for you. Is there any way you can narrow that down some?

Well... I guess D&D is more profound than I tought...
let me try to explain what's the deal.
I became with the idea to fight real players instead of NPC's.
this job I'll make with my friend.
So our char. will be twims. The intention is to kill the party I mentioned before, and steal the artifact (Deck of Many Things) they have, and delay the group.
In the game history, the dragon's town (Dragonarien) was betraied by some dragons and now Dragonarien is being attacked by a large number of dragons and other people. This party (the goody one, wich have the artifact) is trying to ressurect a guy called Snake who's suppose to help saving Dragonarien.
There is where the evils character I'm trying to make enters. We have to deley that party (if possibly by killing them), so we can destroy Dragonarien.
About the character, I was thinking of some stelth guy, to get them supriselly.I'm not too good with spells becouse there's so many of them and I get lost using spells... About the personality, no idea at all.
So I'm aking you guys some ideas so I can create with my friend these twins killers... :mischief:
well
hope this information helps. If need more, just tell me that I could improve the details.
I'm very sorry about the bad english. Since I'm a brazilian guy, my english is not that improved.
Thanks guys.

I got bored and decided to try out a build I became interested in. Now, you can find everything for this character in two sources, between the SRD and Complete Adventurer (CA) book. The things I got from CA were his weapons, the Broadblade Short Sword, and his prestige class, the Tempest. That class is a two-weapon based class. I gave him 10 levels of rogue, 5 of fighter, and the full 5 levels of the Tempest class. He now has no penalties for fighting with two weapons beyond the -5 to his second off-hand attack, and can make a Spring Attack and attack once with each weapon as a standard action.
This should provide you with a character who can sneak, steal, and if need be, fight his way out of whatever situations you can throw at him. I gave him that particular weapon for the fact that it provides bonuses to AC when fighting defensive, which can seriously improve his chances of survival if surrounded by your party. Meaning, you can simply have him find a way out and come back if need be later on. It is basically a 1/2 and 1/2 stealth and combat based character. The armor, is simply a cloth vest, which I treated as the cost of masterwork padded armor. It gives no armor bonus aside from the enhancement bonuses I put for enchanting it. However, I put the armor abilities to improve his Hide and Move Silently checks by 10 each, as well as 10 resist to acid, cold, fire, lighting and sonic.
The "r", "f" and "t" characters before each of the skills is to denote to you which classes have which skills as class skills. "r" for Rogue, "f" for Fighter and "t" for Tempest. I used the full 760,000 gp for equipment, and gave the character 1/2 the max HP he could have, plus his Constitution bonuses. I bought him wands rather than potions or a ranged weapon, just because he could make better use of them I think. I don't know what you would prefer however. The off-hand sword can lose up to +4 to Attack and Damage in order to boost your AC by that much, making him harder to hit in a drawn out melee. I chose the minor Cloak of Displacement over the Major one as it provides a simple 20% miss chance constant, rather than 50% for 15 rounds/day. I figured that was more simple for you to take care of.
Is this something that would work for you do you think?

Good god mag, nicely done.
Weapon finesse is universal, doesn't require one weapon to be chosen.
But otherwise, KICK....well can't finish the sentance, but you get my point.

Yep yep, it's permanent. BUT, when in an "Antimagic Field" the bonus does go away, as it's a magically permanent bonus. So avoid those beholders.

You explained it perfectly. Even if you have that threat range, you only "auto hit" on a crtical of 20. Otherwise, you have to bypass their AC
and if I buy two of this books and read them. The bonus stack?
I'm not sure how it is is 3.5, but in 3rd Edition, they don't stack. So to get a total bonus of +5, for example, you'd have to buy the +5 book. You couldn't just buy a +2 and a +3. If you've bought and used a +4 book, in order to go up to a +5 bonus, you'd have to buy a +5 book.

Ahh, sorry, missed that question. In 3.5, they do not stack.
Basically, how stacking works. Only Dodge and Unnamed bonuses stack. Thus, an inherent bonus with an inherent bonus doesn't work as it's Not dodge and it's Not unnamed.

Your welcome. I want to play with him too now. Hmm, maybe in 8 levels or so with my campaign.
Tactics? With the armor I made him, and his Dex, he should be able to outsneak any of the characters you will have against him. His climb skill is pretty decent. If he is around anything he can climb, he can use his wands from above them in hiding. In fact, if you want be sure that his Use Magic Device skills work every time for using wands, switching out the feat Combat Reflexes with the Rogue Special Ability Skill Mastery and picking that skill as one you can take 10 on would see to it you have no failed wand uses. His improved Uncanny Dodge means he doesn't lose his Dex bonus of +9 to AC unless he is asleep or restrained, meaning he should be fairly good in a stand up fight. He can move through the fight too with his Spring Attack feat.
His ring, you can find in the DMG or the SRD. That provides you with some interesting powers, plus gives him Acid Resistance as a Ring of Resistance: Greater, Acid does. I'd suggest looking up the exact abilities it has to see what you could do with that in your campaign set up.
Must be off to work now, hopefully that's enough to get you started.
