With only a little work, levels of difficulty could be programmed into VTMB by varying the numbers of skill points available at the character-creation screen. The easier the level of difficulty, the more skill points are available. For example, with respect to the present default number of skill points that a player is allowed to distribute, I suggest the following:
Beginner: The player is given ten more skill points to distribute.
Moderately Challenging: The player is given five more skill points to distribute.
Challenging: The player is given the present default number of skill points to distribute.
Hard: The player is given no skill points to distribute, but his character begins the game with those default boosts that VTMB currently gives to a character, depending on his clan.
Expert: The player has neither skill points to distribute, nor any initial boosts. The character must develop all of his skills and disciplines from scratch.
