where are good places to buy them?

Many shops sell them. I suggest you do a little comparative pricing.

You can also make your own. You should have picked up some useful gear in the introductory dungeon. Plus, various crates and barrels outside buildings contain various foods (all legal to take, since they're outside).

I checked every shop in the merchant district of the main city and not one shop sells potions. Any specific places that you know of that sell healing potions in the main city?

You missed several, then. Because several shops there sell at least a few potions, each. Be sure you check around the entire district, and on side-streets, too. And scroll down the offerings of each merchant.
