CE: stuck outside fargrove- please help if you can

I done all of the quests in arrindale and place galdryn's horn in chamber of spirits. I approached the west gate of fargrove and the guards are saying they only are taking orders from okatta. Which is fine but in 1.3 at this point they would take me to the castle to where I could do battle with him. Am I doing something wrong?

i have gotten the argalia, given back the dark pact bracelet, and the flask, gotten and given the dragon egg.

Nah, just an oversight mate. I learned that you can't expect to confront okatta if you use the moonbridge back to fargrove. You HAVE to use the west gate

Unless you moonbridge into fargrove exit the west gate fight the gaurds and then enter through the west gate again. Although this only worked once for me. I seem the have either lost the orders to leave the gate or it was just a glitch the first time I did it.
