help with the men at Raven Rock quest(spoiler)

Hy, the boss at the Solstheim castle told me to escort 3 men to Raven rock, but Iam right on top of it ,and theres just ice. Right next to me are 2 burning
torches. How do I complete this quest ????

There should be an Imperial standing around the site in steel plate armour called Falco Galenus. Try walking the men past him... they should thank you..

Then initiate conversation with Falco..
