Hello.
The nether pole is in the item archives on the walkthrough to see the strength requierements go to the page (Use the cathegorized search option).
If your strength level is as hight or higher then the requiered level and you still get penalty it can only mean that you have to rise you skill level (the requiered skill to wield that item), in your case I believe it's Light Pole weapons. For each penalty point you will have to rise the skill by one level, example: You have a penalty of -2, that means you have to rise your Light Pole weapon skill by 2 levels.
