Sierra Army Base, how do I get in?

Nice to be back!
1 question, how do I get into the base? I "killed" the deadly turrets with a hunting rifle. I found the howitzer shell, but not howitzer?! I am stuck..... help!

Use the howitzer shell on the howitzer. The howitzer is in a building to the right, just south off all the electrical transformers. Careful, there are mines.
