missing weapon?

Recently started a new game, with a number of mods installed.

Normally i get the Mauler's Arm fairly early in the game, but this time i find that Bernard in the Slums isnt selling it. Anyone know if its one of the items that appears after the slaver story is completed? I thought it was there from the beginning, so Im wondering if it has disappeared as a result of one of the mods I have.

After the slavery quest and Hendrack takes over the Copper Coronet, then the Mauler's Arm will appear for sale in the store.
