Yup, apart from the Prior's horse and Sh. I don't think there are any named ones out there, at least from what I've seen. I still have the Prior's horse, he keeps following me. I think it's a he actually.

The armor for horses is an add-on you can buy from Bethsoft.
There's also a horse named. There's nothing special about it, though. I guess there's nothing really special about horses in Oblivion. Just something you can get.
