I am planning to go through bloodlines again as a nosferatu and i was wondering if you have to have a high level of persuasion to complete the necromantic quest for Pisha or if there is some other way of doing it (maybe with intimidation or something)
I ask this because i don't really want to spend too many points on persuasion because its not exactly the skill nosferatu should focus on.
(If there's no other way than please inform me of the level of persuasion you need for this)

As far as I know, and I may be mistaken, Persuasion and Domination are the only two methods of getting the guy to back to the basement of the hospital. That said, the persuasion feat requirement is very low. With only 2 points into scholarship, my Nosferatu was able to complete this quest.

My Brujah character didn't have enough social skills, so he just smacked in Milligan's skull. Then you go report to Pisha to get her other quests.
One teensieweenie problem though: by killing Milligan you commit a Criminal Offense, so as soon as you come out of the appartment building, cops will use you for target practice. But hide in the sewers and they'll give up quickly enough.
Just for the record: one of my former colleagues was called Simon Milligan. I nearly P'd my pants when first I saw on the mailbox S. Milligan ("no, it's not gonna be Simon, is it?) and then discovered on the computer in the basement the full name (Oh my god, it is!).

But:
- you lose humanity
- you commit a criminal violation (persecution by police)
- you still have to report to Pisha for the other quests
- you rob Pisha of a tasty snack.
You will get the Masquerade redemption though.
