From the GB Fable site Walkthrough:
This quest starts out at Rose Cottage. The woman there will tell you that her grandson James has gone missing, and that he probably went to Hobbe Cave. She’ll then give you a hexagon key to help you in your quest (although, as far as we can tell, the key doesn’t do anything).
So they don't think it does anything.

We've had people report that the key is required for a door in the Hobbe Cave, but that didn't seem to be the case when I played TLC.

SWC
Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

Hobbe cave

Hello.

I think that the key is neccecary to enter the moonlit tunnel from the mainchamber leading to the focus chamber (the door has an aclove in it, and it really looks like it's made for that key).
It also makes sense: imagine you would enter this room ( before taking the quest) and find that nobody is there. then you would take the quest and suddenly James will appear there... Wouldn't make sense would it? Because if you read the quest card you know that the boy is missing and then he would just suddenly appear from nowhere!
Ans the reason that you CAN enter is probably a bug, every game has got a bug (or more then one!), just think about Dungeon Lords, hehe.

Maybe the hexagon key is needed to open the hobbe treasures or free the captured bandit...they are only there in the quest, so it seems logical...

The intent may have been to keep one or more of the areas closed before you take the quest and the key opens those areas, but that is not actually the case. You can enter all areas of the Hobbe Cave before (and after) taking the quest.

As for James and the merc and the treasure, yes they all magically appear when you take the quest card. Just like when you kill everything in an area, leave and return immediately they have all magically reappeared. Some aspects of a game can't duplicate reality exactly (like being 65 when your big sister is still 16).
