Help with "A Plague For the Angels"

So I've just talked to the Bum and right before he died he told me to go down into the nearby sewers. I used sewer access H and now I'm looking for access to the next area (to the plaguebearer cult). That said, there's only one door in the downtown sewers, and it is a) locked and b) refuses to let me attempt to lockpick it. Am I being stupid and missing something, or is this a bug (and if so, how do I fix it)? Thanks in advance for your help.

walk up the alley from where you talked to the bum. There will be a sewer access point that leads to a seperate part of the sewers.

same problem

hi, i had the same problem. the door was locked.
but i skipped the quest at last because i couldnt find any way to open that door .

The door in the sewers is the access to the haven you get when you're a Nosferatu and is NOT linked to this quest.

To complete the plaguebearer quest you need to find a manhole that leads to a different section of the sewers, NOT the main sewersystem.

That manhole is further down the alley where you find Tin Can Bill, not far from a green container and chainlink fence.
