Are the blades an actual faction

i was just wondering if you ever officialy join the blades and get given the right to take stuff from the armory because im sick of being arrested wen my only stolen thing is a blades sword.

If you agree to join the Blades then everything in Cloud Ruler Temple is free.

Except that apparently they don't *always* ask, so if they didn't you got that. Why I have no idea, maybe it matters how you did that part of the MQ.
