Main Quest - Spies

I have waited for hours at the Rune Stones and Bruma Cavern at dusk, broken into Jeals house and basement during the day and night but no sign of her or her associate. Any ideas ? I cannot move on without killing them.

i waited to midnight at the runestone and there was one of them then i walked around and found another at the road
