Can you use books to raise a skill above the limit (f.e. read a book to get a skill above 100?)

So then the only way to get a skill permanently above 100 is by quest rewards right?

No, doesn't work either. The only way to get it higher than 100 is to enchant a piece of armor with a constant effect of fortify attribute. From a grand soul gem, with a grand soul in it, you get a +10 in atr. but I have been getting +12 from Sigil Stones (the trans. ones) lately so it can be even higher.
