What are the problems

Iv been reading through some posts and noticed how many things are useless. I read that parry and heraldry is useless and dont work for example. Can someone make a list of everything that just doesnt work so I dont waste my stat points? I have the CE version but I dont know if those bugs were fixed or not.

most abilties work now that you can buy but things that you find on the ground or buy like celestial magic some of it doesnt work
