When my wizards level up, I don't seem to get the option to acquire new spells. I assume this *is* supposed to happen per the 3e D&D rules. (2 new spells per level).
Did they change it in IWD 2 so that wizards only acquire new spells by copying scrolls? At the moment I have 2 level 4 wizards who only have the spells they started with because of this.
If this is a bug, is there a workaround? Is there somewhere you have to go outside of the leveling-up process to select the new spells?
Help greatly appreciated.

You should be able to get at least one scroll for each wizard spell during the game, enough spells per level for your mages if you distribute them right, especially if you have two specialists.
Sorcerers are overpowered.
I would only create one sorcerer and keep one mage, it's not more powerful but you can learn all spells and have someone with high int and skill points.
You can use the console to create spell scrolls and scribe them if you want to get the free spells for your mages.
