Can't find Jearl (Spies quest)

I've spoken to Capt. Steffian and Capt. Burd and gone to Jearl's house but no one is there. I've also waited by the runestone from approx. 6 PM to 8 PM but she doesn't show up there either.
Any ideas on what I might be doing wrong?

wait until midnight and then you find one at the stones and one at the road just wander around in the area at night when you find jearl then yyou can loot the keys for his house... spoiler go to the basement it is half covered by the blanket good luck

I went to the stone, did hte wait option until 7:30 and she was standing directly infront of me. --- Then I killed her.

Still can't find Jearl. I've even waited for 24 hours in 1 hour increments to see if I would run into her that way but I just can see her. My red pointer points to her house and then to her basement. I go there and noone is home.
I guess I'm a moron but noththeless I still can't find her.
Any other ideas?

Are you on the PC? I could perhaps try in the TES CS for her ID ...

Oh by the way did the Captain mention the caverns? She could be in there. Look for scroll options in the conversation with him, that'll give you a marker for them.

Yes I'm on the PC. The Captain made no mention of the caverns at all.

The same thing happend to me, so all i did was wait 24 hours and jearl was on the other side of the stones. So i killed him too

, but if that doesnt work you can try an wait at jearls house untill he arrives.

Had the same problem with the Spies of Bruma - because I did not initially notice that Jauffre has more topics than are displayed. I finally saw that I had to slide Jauffre's "More" control down the left slide bar to see the spies topic. Once I did this, one of the spies came to the Rune, and I was able to continue the Quest.

If you have not gotten the Quest updated by Jauffre concerning Spies, then maybe this is your problem.

letter didn't appear

Ok, so I had no problem finding JEarl and Saveri, they were both at the runestone (not sure what time) together, I think i killed Saveri first. So i went to Bruma, spoke with Burd and got the map marker and permission to enter her house. I went in, and i've searched everywhere, in the basement, the caverns, every container in her house, but I am not finding JEarl's orders. I think a problem may have arised when i did the last quest (getting the mysterium xarxes) when i killed Ruma Camoran, the writer of the letter. I tried using the letter's formID and adding it to my inventory, but no quest thing popped up. I've spoken to Jauffre (before and after adding the letter) and there are no options in his speech bubble.

Anyone have any ideas? I have no problem using the skip quest function with the ~ key, but where can i find the quest ID?
Any advice would be VERY appreciated!
