Need Help with Performance problems

Ok, well my system passes the requirements for the game, but when i first ran it i tried at the 1280 resolution (I forget the second number) and it was choppy so I changed view distance and grass /tree detail to 20 and made the resolution 800,600. I exited the game and went back in, but when I started the game it was still choppy, but the thing is is that it was exactly the same. None of the changes I made were made in game, the resolution remained the same, its pretty easy to see if it changes, and the small shrubs and trees stayed at the same level of detail, and the view distance remained the same. Im kind of confused and if anyone has any ideas, please share.

Distance, and grass/tree detail controls do not have any effect on the game!

Whats your system specs? Make sure they fit the system requirments.
