I never go overboard with enchanting, but I do know that the Ebony Staff has 90 enchant points. The Ebony and Daedric Tower Shields have a respectable amount too, from what I recall.

If you check GameFaqs you should find some detailed information

As far as I know the two items with the most enchant points are the exquisite ring and the exquisite amulet.

The single largest enchant pool item is a Deadric Tower Shield at 225 points. The exquisite rings and amulets have 120 each.

Is there any sure fire way to get a daedric tower shield besides searching golden saints cause that sounds kind of time consuming.

To the best of my knowledge, no.

Personally, I'd suggest just not worrying about it. If you happen upon one, then great. But simply go on with your game and play as normal.
Of course, if you really wanted to go Golden Saint hunting, it wouldn't be a total waste of time, since you could trap their souls while you were at it (providing you had the correct soul gems)

I believe it's the Daedric Tower Shield as well, theres two versions available. One of the lesser (Crummier looking) shields with about 215 Enchant Points and the better one 255 Enchant Points.

I'm not sure if I actually got the shield off a Golden Saint, but I suppose it's as likely as any other but one thing concerns me is that I've only found one of the good shields.

You'll probably have to find a Daedric shrine that spawns Daedraes coupled Golden saints, inside and out and just set about mining them. Just Remove all the bodies before you exit the shrine (or enter it) and repeat until bored.
