Try BloodCrust Cavern south of Skingrad. It is part of the Mage's Guild Quest, but I think there may still be some Vampires in there even if you don't do it as part of the Quest.

Yesterday I killed some vampires in the Imperial city sewers. It's a perfect place for them. If you're looking for them desperately, I'm sure you will find many of them there..

I hate the sewers.

Here is something I found from: http://www.uesp.net/wiki/Oblivion:Vampires

Vampires turn up in many dungeons and caves. Here are some known ones:

South of the Imperial City up on a hill there is a white Ayleid ruin with vampires inside.
There is a vampire enclave in Fort Carmala near Hackdirt, south of Chorrol, well off of the main road and down the hills.
Bloodcrust Cavern just south of the east gate of Skingrad contains many vampires.
The sewers below the arena Bloodworks in the Imperial City.
Fort Naso and Fort Kuchien in the hills southeast of Cheydinhal.
The Burial Halls of Fort Crowhaven hosts Lord Lovidicus (see previous section “Notable Vampires”), along with two to four anonymous vampires.
Fanacas (Ayleid ruin), just north of the “Ch” in “Cheydinhal” on your map.
Lipsand Tarn, an Ayleid ruin North-West of Chorrol
Memorial Cave, East of the Arcane University
Fort Redman, North of Leyawiin, on the East bank of the Lower Niben
Catacombs beneath Jakben Manor in the Elven Gardens (not accessible until on the quest Boots of Springheel Jak)
Barren Cave, West of Cheydinhal, just North off of the road.
Nornalhorst, an Ayleid ruin due east of Castle Skingrad.

*Spoiler*
If it is to become a Vampire then do the Dark Brotherhood quests and talk to the Vampire inside the Sanctuary.
If it is for the Vampire Dust then read the other posts.
Hope this helped :P
