Windspear Hills?

Is there a trigger to get to the Windspear Hills, or can I just go there? I thought I needed to have someone open it up for my, but now I'm not sure. Thanks.

You need to talk to Lord Jierden Firkaag in the Copper Coronet.

The dryads in Irenicus' dungeon give you the location too...

you should first go out through city gates, after that you may travel from any location - some time

Same with the Keep.
