can any1 tell me the ways of make a set of armour/cloth that gives 100% cemeleon??

Join the mages guild and do enough quests to be able to enchant your items and armor. Just remember you have to be able to actually cast the spell before you can use it to enchant anything, so yo'll have to get your skills up to the point where you can cast chameleon before you can enchant anything with it.

In the meantime while you train up your Illusion skill, there are also pre-enchanted items that you can acquire like the Ring of Kajiit, which along with journeyman potions can give you high chameleon. (radish & bloodgrass).

There is a Transcendent Sigil Stone that gives 30% Chameleon, but you'll need to be leveled and play the save game/random stone game. Once you have four, you can enchant any four items and be over 100% with them.

along with that you can use the item glitch and multiply one into 9 and enchant all your armor and 2 rings and a necklace

Highlight to read:

Get the sigil stones by closing Oblivion gates. The stones are randomly linked to your level though, so what you get depends on what level you are when you close the gate. :)

Might be a spoiler, probably isn't but I'll put it in Black anyway.

And of course before the gate itself closes you get the sigil stone, so before you take it you could save and if you don't get one with the chamelaeon(?- I know it's not spelled right) effect you can just reload to before you took it, because it will be different when you reload.
Thats not a great explination.
1. Get to the sigil stone.
2. Save your game.
3. Take the Sigil stone
4. Quickly go to your inventory and see what ability the stone has, if it's not the desired one then you should reload and try steps 3-4 again, it may take a whil but usually you'll find the one you want.
And lo ye must learn of the great war that raged fo a couple of posts and brought the citadel momentaraly to its knees

I tend to appear briefly and disappear very quickly after that, try not to let it bother you.
