We're all familiar with the way Ordinators will go after anybody wearing a piece of Ordinator armor--and keep after them from then on, even if you dispense with the offending stuff. I recently recalled my character to Balmora after killing someone (a Morag Tong with a ring I needed to complete a Telvanni quest), and was caught mid-cast by a guard. Of course I resisted arrest, and as he attacked took to the skies. I then landed outside the local Thieves Guild, entered, paid for my bounty to be settled, and was on my way.
But when I returned to Balmora later, that same guard attacked me, again. None of the others would--just him. So I returned to the compliment, and when it was clear this wasn't a criminal offense, overpowered and killed him. He clearly wasn't the type to let matters go. I even looted his corpse without interference.
Has anybody else encountered this? When I've previously stolen from NPCs and settled my bounty, it was begones be begones, but this guard clearly had different pieces of code going in his thick, pixelated head.

Any mods that might cause this? I doesn't off the top of my head seem possible without a script extender (Or 200 unique IDs for guards.), but I'm just me.

Well apparently if one leaves an area containing people who hate them for about 3 or 4 days, the NPCs will eventually forget about whatever offence.
I'm guessing previously you've just avoided the guys and they eventually forgot about what you did.

I encounter it all the time. When I get bored I mod my character to super strength and kill everyone. I get guards chasing me. Run out of town really fast, clear my bounty, go back to town and still get attacked. I don't know why it does this but I think deadalready is right. I also agree with chu. If that one guard attacked you, so should the others.

But, with Fables GINORMOUS Mod collection, I'm sure a few things at least run with a Script Extender. So, Fable, are you running something like a Crime Enhanced?

It's never happened to me personally, but my friend has EVERY guard in the game hostile to him. It happened after he racked up a massive bounty, and got rid of it yet still the guards persisted in attacking him... forever. He now just kills them as they come at him but it does get obnoxiously annoying after a while. They sure know how to hold a grudge

I have the same problem but just with the ordinators (yea you are right the indoril armor), it's quite anoying to be disturbed by ordinators all the time I'm in Vivec. So I go around and kill all of them (making sure it's no crime by letting them attack first). But next time I'm in town the go nuts again. So I test a new strategy to keep out of all ordinators for a long time to see if they forget about it. But no no when I came back the just swarm around like some lambs for slaughter.

No offense meant, but this is an old issue that has been known about ordinators, and posted here, since MW first came out. If you wear any Indoril armor, all ordinators will attack you forever. There is a mod that will stop this, assuming you are playing on the PC.
