Get rid of my bounty
I killed one of the imperial legion guys riding a horse near the imperial city and now i have a 1040g bounty on me. Whenever I try to go into a city the guards stop me. What should i do?

You'll have to avoid the imperial guards and get to one of the thieves guild representatives. I'n not sure where exactly all of them are (bad memory) but the shouldn't be too hard to find and they will take care of any price you have on your head.
Or, you can simply let the guards arrest you and serve the time in jail. If you don;t have much stolen merchandise, then that's not that big a deal in my view.

If you have the cash, you can just pay the fine to the guard. If you have any stolen items on you, drop them first because otherwise the guard will confiscate them. After the guard is through with you, go back and pick up your items. If you want to do this but you're short on cash: resist arrest whenever a guard tries to stop you, flee, loot some ruins and/or wandering monsters until you have enough gold to pay the fine, and return to the city.
If you just don't feel like paying "The Man", and you're in the TG, your doyen will be able to pay off your bounty for half price, and you won't lose your stolen items. You might have to do some fancy footwork to sneak past the guards to contact your doyen, but if you're in the TG that shouldn't be too much of a problem, right?
If you're not in the TG and don't want to join, you can just do the time, but this will result in a reduction in one or more skills (depending on the length of the sentence). You'll want to drop your stolen items before this option too, but be careful. If the sentence is longer than three days, your dropped loot may disappear so try to use a safe container.
If none of that sounds acceptable, you can resist arrest and flee the city, but you'll pretty much have to live the rest of your life in the wilderness. I've never tried it, but this might not be as harsh as it sounds if you have sufficient chameleon/invisibility magic or sneak skill to sneak into the cities to receive quests without getting busted.

That two should work.
1) If you have not completed the thieves guild quest line, just swim from the shore to the waterfront city at night and give the guy that taken you in the guild the half amount of the fine.
2) If you can cast ınvisibility spells just cast them before nearing the gates and go invisible to the city. after the load cast it immidiatly again and contact the doyen of the TG.
A Note: I wear in dungeons usually the nocturnal, cause you can carry 200 more. and fast travel to the imp. city to change the loot to cash. After the loading I open quickly my inventory and take the cowl off. After closing the inventory the guards running up to me (tada... was that not the grey fox) and instead arresting me they just talk to me (they think me be (my eyes playing stricks on me)) )
Now being overcrumbled I remove some stuff and throw then these to the street and going make my exchange)...
