Well, basics are, but to create working AI is more complicated...

Well I played on MUDs from '93 - '02 on several MUDs, coding on several and an Admin on a couple. The base code is very simple (LPC is based generously off C and C++) and you can generate generic rooms/monsters/items/equipment VERY easily. The descriptions are the hardest part, trying to come up with unique 3-4 sentence descriptions of 400 rooms in one area.
Where it gets fun is making custom things, traps, conditional weaponry, thrown items, magical spells, etc. You can do some really neat things and some can end up being very complicated, code-wise. But when I was in school I was very addicted (10+ hours a day, 15+ on weekends).
