Sorry if this has been asked before, but I can't find anything that helps me after looking.

I became the Archmaster of House Redoran before becoming Hortator. I have tried asking every council member about becoming Hortator, but none of them have anything about it for a dialog option. The journal entry for the Redoran Hortator quest just mentions that I've just got the Red Book listing the names and locations of the council members.

Is something I'm missing? Is it a glitch? I really don't like the idea of starting the game over after getting as far as I have, so any help would be much appreciated.

You need to have done all the stuff the Urshilaku chief asked you to do before you can start becoming Nerevarine or Hortator of the various groups. How much have you done?

I did all of it, but only now realised that I hadn't gone back to the wise woman and closed out the Third Trial quests. Oops!
