The Dwemer are the Dwarves of TES. They're the race that lived on the island of Vvardenfell before the Chimer (now Dunmer, Dark Elves) came there. They're all gone now, though. The Dwemer weren't actually short either, being of approximately the same height as the Dunmer. They are called Dwarves due to the fact that Dwemer translates into "Short Folk" ( but also "Deep Folk" and "Smart Folk").
What happend to them?, they got exterminated or something?
The dwemer got lost in the intricacies of and a fascination with their technology. Then they did something amazingly bold and stupid and in their hubris, wiped out their entire race in one fell swoop. Nobody is entirely certain what it was that they did. They no longer exist in the world of the Elder Scrolls, but as to their fate, there is some conjecture. Normally all you will find of a dwarf is a small pile of ash-like substance, which leads folk to believe they actually killed their entire race, but some scholars suggest that they inadvertently tranported their entire race into an alternate reality or dimension, leaving behind their machines, ruins, and weapons.
Aside from weapons and armor, there is not much in the ES4 storyline about them, but in ES3, you can actually make some successful attempts to reacquire some of the lost Dwemer technology.

:mischief: The color of night is Black, as the color of Oblivion is red. All live with the fact that Mehrunes Dagon rules, Ye who Closes Shut the Jaws of Oblivion will see the mouth of Oblivion closer than thou can imagine:mischief:
I think the elven items come from a form of high elves that lived in the mainland instead of the summerset isles. They're the same elves who inhabited the elven ruins throughout Cyrodiil.
And also, if you ever want to expand knowledge on the elder scrolls you could look it up at wikipedia or The Imperial Library
