He must have exploited the Hero save feature. There is no way you can get that many keys during the earlier parts of the game.

Yup you're right as far as i can remember. Just started replaying TLC after a small year. And i think i won't use this silver key exploit anymore. I recall corrupting my savegames by it.
As for the most powerful bow in Fable, its called Skorm's Bow and here's how you get it (spoilers, please highlight) :

The Chapel of Skorm is somewhere deep in Darkwood and that's where you can get Skorm's Bow. In order to get it, you need to sacrifice as many people as you can until you get it. If you're good, 1000 evil points should be enough to acquire it. If you're bad, you might need more than 1000 evil points to get it.

First off I like the Sword of Aeons, second the Harbringer then third the Murren Greataxe and last the Master LongSword with Flame aug., Lightning Aug., and Sharpening Aug. And for my favorite bow, of course..The Skorm Bow.
