Can't recall where I got it but you could find it in a tresure chest (the one which needs a number of silver keys to open), through wandering merchants or the shops in any town. As for me, (spoilers, please highlight)

Agu's can be bought at

And is a recall i dont remember a EXP agu from a chest, correct me if i am wrong but ut was an health agu as far as i know

EXP agu's i found where on the Murren Greathammer and Avo's tear,
