Is there a certain person in the game who will detail abilities and things like that for me to tell me things like what recall does, or soultrap etc.

We'll deal with questions not answered by the manual, as Coot pointed out. But for spell contents, your manual lists them all.

on Quanze's morrowind guide there is a good spell index. look for "spell index" on the left of the page and click
