top of imp city tower (possible spoilers)

Yo guys. I just watched a clip on google of a guy on top of the imperial city tower. How do you get up there? Is there a quest or somethin u have to do?

I've always wanted to get up there.

Unless I'm missing something, the only way to "go" to the top of the White and Gold Tower is the you type in the console code for free camera movement, I've done it before, pretty awesome.

I have read that the only way to get up there is the last mission the Thieves Guild where you steal an Elder Scroll.
