Training (I'm confused)

When you pay a trainer to advance your skill level, and you've trained 5 times, it says that's the limit for the 'current' level.
Exactly what level is that referring to? I trained 5 times on Level 22, then levelled up to 23, went back to the same trainer to be met with the same message. Does the level mean Journeyman, Master level etc?
Some advice would be welcomed!

You can only train 5 times per level in any combination of skills (e.g. 5 increases in one skill or 1 increase each in 5 different skills). After you level up, the same trainer should be able to train you again, but there's a catch: the trainers themselves have different skill levels, and can only train you if your skill is in their range. Low-level trainers can train a skill from 1-40, mid-level trainers can train a skill from 41-70, and master trainers can train from 71-100. So, if a low-level trainer trained your skill up to say, 40 when you were level 22, and then you leveled up and went back to them at level 23, that trainer still wouldn't be able to train you any more. You'd have to find a new mid-level trainer to train that skill up to 45.
Can the answer to this question be "No"?
