Water is messed up in GOTY

I just got a new laptop and loaded Morrowind GOTY on it. Never had a problem before, and I tired with and without mods...

Basically the water is flickering and nearly completely white, which makes me want to have siezures.

I have a 945GM express intel video card. Any suggestions?
