i was wondering if i could change the physical forms of races ( and startying skills)

P.S. im new on pc so i cant figure out very many files

it is possible with the construction set, but i dont know how(my first attempt at the CS ended in a disaster and i havent used it since.)

You might want to check this mod maker's manual. It's quite good.

To change the shape you will need blender and gimp. Blender will need the NIF plugin. Just google to find the links. Also the CS wiki has links and tutorials.
