I would think you would have to send him across the room just to be sure that he didn't accidentally start the dialogue. Or even better, lock him in an upper room and don't visit that room until after you solve Nashkel. Or does the script only remove him from the game if he is on the ground floor?
The script only applies to the area that has the code AR2301--the first floor of the Friendly Arm Inn. That is, unless the .BCS files for other areas also contain that bit of code. (I don't see why they would.)

The script for an area seems to be in effect at all times. The script for AR2301 works like this:

Check which Chapter the game is in. If the game is in Chapter One or Chapter Two, don't do anything else.
If the game is in Chapter Three or later, do the following:
See if Khalid is in your party or dead.
See if Jaheira is in your party or dead.
If they are not in your party or dead, do the following:
See if Khalid is in the room. If he is, have him leave for good.
See if Jaheira is in the room. If she is, have her leave for good.

This means if they are standing in the room for any reason after Chapter Two, they will leave immediately.

Then you won't be able to add them to your party. If Khalid and Jaheira are not in your party, they will automatically leave if you enter the Friendly Arm in Chapter Three or later.

One word of caution: if you want Jaheira or Khalid or both of them in your party, then don't dismiss them on the first floor of the Friendly Arm Inn after Chapter Two.

I hope this clarifies things.
