O.o Did you purchase the game and get a little book with it, that thing called a "Game Manual" the company prints out to hold the instructions on how to operate the game?
"You can do whatever you want to me."
"Oh, so I can crate you and hide you in the warehouse at the end of Raiders?"
"So funny, kiss me funny boy!" / *Sprays mace* " I know, I know, bad for the ozone"

The point is there are several places you should look before asking about this. Sarcasm or not, we have a temple of elemental evil guide here on gamebanshee, there are several other websites that will explain the rules as well.
Listen up maggots, Mr. Popo's 'bout to teach you the pecking order.
It goes you, the dirt, the worms inside of the dirt, Popo's stool, Kami, then Popo.

Sorry, that explains it. I got mine used and didn't get one, but I figured out how to do so on my own actually. I just got sick of having people ask questions which can be solved by following instructions sold with the game.

The manual is in PDF format, and is installed with the game on your computer at this time. If you click on "Start menu" and then go to "Atari" in the listing, under the listing of menu options that pop-up is the game manual. Good to know that one first off.

Secondly, to answer your question, firstly, Right-click with your mouse on the portrait of the character you wish to deal with. Then, you will see a menu pop-up. This menu will have your inventory, and then three tabs above it. The middle tab is a hand, the one to the right of that is the tab to select your spells to memorize.

You can drag and drop spells, or right click spells. Dragging them requires more effort, as you must firstly, click and hold on the list of spells to the left, and drag them ALL the way over to the right, and place them precisely in the slot you want them to go. I would suggest right clicking on them instead. That way, you don't have to fiddle with figuring out how to drag and drop. ;)

The little blue symbol to the left of your spells? Clicking that will allow you to access meta magic feats. This requires dragging the selected feat over to the right, and then selecting the spell down below afterwards. The spell level changes, and hence, this forces you to scroll down below the original spells level to a NEW level, and find the spell again after it's modifications.

Terribly sorry for the confusion.
