What's the highest level each NPC will spawn at in ToB?

Just curious.

When you call them from the pocket plane, what's the highest level NPCs will spawn at? Or do the NPCs all spawn at a set level (like the ToB XP minimum or something)?

I think they all have 2.5 million experience points if you summon them in the Pocket Plane. All of their .CRE files end in "25".
