I'd say give it a couple more levels before it becomes a bit more common. Right now, I think it'd be "Rare" for you to find. by level 16ish, you should be finding a lot more depending on where you look, obviously you're not gonna find it on goblins ;)

When you reach level 16 or 17, rest/wait for 73 hours (3 days and 1 hour) and then go to each and every ayleid tomb you can find, you'll most likely find some.

Spoiler:

Go and find Umbra and kill her. She will be there even if you're not on a quest to hunt her down. Forget where it is actually but you should be able to do a search or check the daedric quest section of the walkthrough. I actually stumbled across her by acciden in one early game. Took her out with a staff with a spell. Think it was the one I got while ending a war between two goblin tribes that were causing trouble to a group of human settlers.

It's all about leveling, and nothing else, if you want to get such things in Oblivion. With this exception: if you're on a PC, you could try a mod that alters the leveling, and restores some of the higher and lower items to chests and corpses.
To the Righteous belong the fruits of violent victory. The rest of us will have to settle for warm friends, warm lovers, and a wink from a quietly supportive universe.

Hey

Why is it important to wait 73 hours to the minute, and also what quest do you deal with goblin's interfering with settlers?

It was one I came across travelling the world. On the road around the Impereal city there's a place where one roadbranches off towards Cheydinhal. If you go south from that intersection until you meet the next one and then go to the right you'll come across it. It's right near the first place where there's a bridge across a river. Hope I make sense.

Because all of the ayleid dungeons and caves reset with new random encounters after exactly 3 days and 1 hour. Really stupid idea that Oblivion had, especially with what they fill in the actual place. But meh, it's there, and you can take advantage of it all you want. So yeah, every dungeon you've ever been through will be completely refilled with new monsters and new treasure again after 3 days and 1 hour.
