Does the Speed attribute actually change runspeed?

Title pretty much explains it. Wiould having high Speed increase your characters run speed, or just benefit Athletics, Light Armor, and Acrobatics?

i personally think i see a difference in my runs peed, but it may just be wishful thinking

It definitely increases your run speed up to a point. Because the skill increases are pretty gradual it's hard to see a difference from one level to the next, but sooner or later you'll notice that you can outrun monsters that you couldn't outrun before. It's a little more obvious if you equip and unequip magic items that give you a hefty speed bonus. Which brings me to the "up to a point" part. I've heard (and nothing in my experience contradicts this) that speed-related bonuses max out at 100 (so using magic to get speed over 100 doesn't really help).
Can the answer to this question be "No"?

Yes, it definitely improves run speed. Early game characters seem to wade through syrup, but by the time you are level 15 or so you outrun everyone - except that darn khajiit in the robe (forget his name) who runs faster than anything else in the game, imo.
Oh - btw, if you cast Feather, or have items equipped that give Feather, you can run even faster.

Why yes it does

After beating oblivion once, I decided to have a bit of fun, I got to level 2 and then saved. I then continued in the game until I hit level 20. I then reverted to the lvl 2 save and got angry at how slow you are it is sad

I think I know who your talking about!

I remember seeing Someone in a robe who was kajat, his name was (check MW's daedric Quests) the Liar, I saw him out side of Anvil, I would have talked to him but I was over-encombered at the moment.
