I keep getting that error over and over for 90% of the people I try to talk to...I'm up to date with everything. It's really quite annoying b/c I can't do a lot of things. Any ideas?
FYI: I played this when it came out for like 2 years, and just started playing it again recently.
Get the official ToB patch and that will solve your problem.

He/she does say they are up to date on everything. I would assume that includes the usual patches.

I have had this problem when somebody else is trying to initiate dialogue with me and cannot for some reason, I don't know whether it is the problem in your case however.

With that high of a percentage of failure I have to believe the official ToB patch was not installed even though the poster stated they were up to date.
