Spoiler I have a friend that after he became the leader of the Imperial Legion they let him build a fort...but I can't find out who to talk to about that.
You can't get a stronghold in the imperial legion. Hlaau, Redoran and Telvanni only. There are a few mods though.

And as has been repeatedly said before, there isn't any. Your buddy is having one over on you. Feel free to check through our database, or any existing walkthrough of Morrowind, if you doubt this.
