I have a friend that after he became the leader of the Imperial Legion they let him build a fort...but I can't find out who to talk to about that.

try talking to some of the leaders that gave you quests before, if that doesnt work ill look for a guide for it

You can't get a stronghold in the imperial legion. Hlaau, Redoran and Telvanni only. There are a few mods though.

His is with the Imperial Legion and I'm pretty sure he doesn't use mods.

You're going to be dissapointed. Once again. There is no imperial legion stronghold without mods.

And as has been repeatedly said before, there isn't any. Your buddy is having one over on you. Feel free to check through our database, or any existing walkthrough of Morrowind, if you doubt this.
