I'm not 100% sure, but I don't think it's base. I mean, what are the +int items for, if they don't give you additional spell slots?
Personally I don't consider being able to spend ability spoints more freely an advantage, since I always maxed out my int/char with my wizs/sorcs and spend the rest of the ability points mostly in char/wis/int and never had any problems with staying alive. It maybe somewhat difficult in the beginning, when you lack decent defensive spells but with stone skin, greater stoneskin, spell mantle, etc. you'll be pretty hard to kill later anyway, even with low con/dex.
In conclusion I'd say that a wizard with really high int, but low physical stats(which is NOT a major disadavantage imo) can match a sorcerer's casts per day easily + has 3 more feats + has more skill points to spend + can learn any spell. So I'd recommend to go for a Sun Elf Wizard or something like that, starting with 20 int + abilities of your choice.

What's a more powerful class, wizard or sorc?
What really makes sorcerers a great class is their ability that they have castings/day not memorized spells. With metamagic it can be quite good. If you choose the right spells that is. For example, you need a fire or an electricity based attack spell, badly, but since you only know lvl 4 spells the best is fireball and sincillating sphere. Okay, a wizard has to think in advance, and memorize fb/ss as empowered at level 4, a sorc is more flexible. She can deicide at the exact moment of casting wether she want to cast the fireball as empowered taking a level 4 slot, or a sp as the same, or just cast it plainly and put on that damned stoneskin.
Also you cannot tell in advance wether you will be held or not. For a sorc it is not a big deal, simply she deicides to cast all her spells as still, while a wizard is completely useless in most of the situations when she is held, since I do not think anyone memorizes still spells.
Also smaller selection does not hurt too much. From the higher levels (6-9) there is no more than 3 spells per level what worths casting. Also you can find a lot of spells from lower levels which do the same as their higher level counterparts (dispel-breach, stoneskin-greater stoneskin), or you can have the same effect if you empower the lower level spell.
