Did you try looking here?

SWC
Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

Did you use the editor after receiving the quest? Unfortunately I've found that doing so breaks advancement quests. Whether you have or not is isn't really important, if the quest is broken the only solution I can think of is to use the editor and set the Warlord Quest to 'not started' and try again. You do so at your own risk though, and be sure to read through the editor thread before using it so that you understand its pitfalls.

Not having done the Warlord quest, I decided to do it after reading (and posting on) this thread. I went to the spot indicated on the walkthrough and he wasn't there, searched nealy the whole of the Vale and was about to conclude that it was another bug, and finally found him at 6 on this map http://www.gamebanshee.com/dungeonlords ... erhood.php.
