Jalbourn accompanies Sydney Natale, the Luskan ambassador. You'll have to convince him to fight for you.

Once you have the Keep and have started recruiting people and rebuilding things, Khralver, Sydney's aide, will appear and try to talk to you. The first few times, he's rebuffed by one of your companions; after that, you'll most likely find him standing just outside the Keep's doors. Talk to him and he'll ask you, Qara and Zhajeve to accompany him to a meeting with Sydney Natale. That's where you meet Jalbourn. The easiest thing that I know of to get him to be on your side is to offer him double the pay that Sydney pays him. Then he'll help you fight her.
