You keep playing until you reach a high level. The quality of treasure in Oblivion is directly tied to the level of your character.

If you are high enough level for the Clavicus Vile daedra quest, you will have to kill someone named Umbra and take her sword back to the Shrine. I didn't do this, and I advise you the same, because that is the best sword in the game.
