i turned in the horn talked to the spirit and returned to Emmindor's tower to find i couldnt go up the elevator , my quest log says i havent turned in the horn but i went Back and see the horn on its pedestal [...] i cant get into Fargrove to wax Okatta till i fix this
For some reason, sometimes you need to talk to Emmindor's assistant to get the elevator to work.
