Is there a merchant anywhere I can buy crafting gems (diamond,blue diamond, king's tear, bejuril, etc) or are they just attainable by means of loot?
Not without a moderator doing so on this forum. For future reference, you can edit your post to include something of that nature. The mods like that. 
I am not sure on this, but I believe there is a highly limited number of the gems you want. You may be able to find a vender that will sell you a single instance of one or two of them, but I think what you find is what you get pretty much.
