Are unused skillpoints carried over to the next level, or are they lost?

They're lost. Though...you shouldn't have excess skill points because most skills are useful to begin with.

No, they're not lost.

when you level-up, you must spend all, but one skill point, and that skill point will be transferred to next level-up

so, if you level up a fighter and get three skill points, you must spend at least two of them (because the game does not allow you to transfer more than one skill point), and when you level-up next time, that leftover skillpoint will be there, just waiting to be spent on something more usefull than "intimidate".
