Help! Can't place vial of Valdane Blood

I am in the Vale of ruins and can't place vial of blood. What am I doing wrong? I have hit enter and the space bar.

You place the vial on the altar and then the messenger comes. I don't know why it wouldn't work for you. Have you patched your game?

I don't know if this makes a difference or not, but I always use the shift key when placing items, not enter or space bar.

Got it

I had to speak to Vartugg first and go back. Then I was able to place the vial.
